Delta Built Environment Consultants (Delta BEC) was appointed by the City of Cape Town to provide professional engineering, design and quantity surveying services for the Hangberg Community Residential Units development. The team was made up of civil, structural and electrical engineers as well as quantity surveyors, town planners and architects.

The City of Cape Town initiated a housing development in Hout Bay, South Africa as part of the Community Residential Units (CRU) Programme. The CRU Programme targets low-income people and households. The City of Cape Town envisioned that the Hangberg residential units would be allocated to its best tenants in other existing housing units.

Seventy-one units were constructed on one stand (Erf 8176) in Hout Bay. All the units comprised two bedrooms (40 m2). Special needs units for the disabled with wheelchair access were accommodated specifically on the ground floor.
